Upstate Forever is a nonprofit, membership-based organization that promotes sensible growth, advocates for sustainable development practices and protects special places in the Upstate region of South Carolina, including Spartanburg County. Funded by the Mary Black Foundation, Upstate Forever advocates for improved active living conditions in Spartanburg County; addresses issues of design, impacts and abandonment of large retail projects; and promotes downtown revitalization, among other initiatives.
Upstate Forever retained the Lawrence Group to conduct an "active living assessment" of the land development regulations and plans for Spartanburg County and the City of Spartanburg. The assessment identifies "provisions that impede development of active living neighborhoods and communities". neighborhoods that allow and encourage people to engage in regular physical activity (such as bicycling and walking) as part of their daily routines. The report provides a framework for revising city and county regulations and policies to support active living and recommends an action agenda for implementation.
